Is the plan to give USA to Russia?

The government strike could be an effective way for Trump to surrender USA to Russia. With many offices closed and the unpaid government workers that are left becoming more angry by the day, could Russia sneak in and take over? It kind of goes with Trumps seemingly illogical approach to the border wall. That whole thing is just a distraction, and a way for him to shutter the government to help his partners in Russia achieve their ultimate goal. He just needs to keep the government closed a while longer, and then expect the strike to come.
