If someone claims you got a 10% raise for the first time in 10 years, will you actually have access to that money even if that 10% is really 2.6%?

I would assume that person was sloppy, ill prepared, uninformed, and generally just didn’t care enough or was too lazy to bother doing his homework and knowing what he was talking about, and if he had any credibility to begin with, he would have lost it.
