Should high schools ban make up , or not ?

This is a diverse country. The moment you force a certain standard is the same moment that country becomes repressive, because the more exclusive and less diverse that country becomes.

This is currently happening in many areas not just with school kids. The process is very far ranging from what a person believes to even political policies.

Yet these dicates usually start out in schools because they are the most vulnerable to influence.

So for that and many other reasons absolutely no banning of anything. Let the kids make their own decisions and not influence by one set of values over others. If anything let the parents decide. Not by any far ranging institutional rules.

Or should we force kids to wear burka's and pray to mecca three times a day?

It's no difference. They are the ones being influenced.
