Depends on how you define a religion.
If you mean by a set of beliefs then a atheist has that. All be it a lack of belief in any deity. Yet a set of right or wrong would as well be a belief.

I'm not sure that atheism counts even by that definition because there is no [i]set[/i] of beliefs to be an atheist, just one: Gods doesn't real.

Sure. But belief doesn't equal religion, right? I believe that most people are decent and mostly try to do the right thing. I believe that humans are contributing to climate change. I believe the sun will rise tomorrow. These are beliefs but not religion.

I think under any meaningful definition, atheism fails to meet the criteria.
Even in a religion without a deity there exists a system of belief and ritual practices. Atheism doesn't have that.
