So about anime

Why is it the animated text like in a system window in the anime/etc. is translated in Japanese dubs but not dubs? Why isn't it just carried over? Also, why are subtitles in English dub anime, translated from Japanese, and not simply matched to the English voice actors? This is weird. It's like they've deliberately made English dubs worse in that way, so they'll watch Japanese dubs instead. It's weird.
