Excuse me Canadians what exactly is bear spray? What happens when you spray it on a bear or a cougar?

This youtuber stealth cramping dude keeps it with him all the time for protection from wild animals in case he encounters one of them.

It's pepper spray. It can deter an animal if you can get enough of it in their eyes or nose. If you ever have an occasion to have to use it, try to not be downwind of it. Just a little can burn your eyes and lungs.
