Though the states' rights to bear arms cannot be infringed. Maybe set minimum regulations/training requirements? or elsesome increase in tax?
they did that for the roads drinking age tobacco marijuana maybe it's time to do it with guns too?

The right of the people to keep and bear arms shall not be infringed. The only way to change an amendment is by passing another amendment, a process so difficult that there have only been 17 since the Bill of Rights.
