pretty much any, but I wouldn't do in a place like the desert southwest Utah (e.g., Best Friends Animal Society), I'd locate it somewhere in the Great Lakes region to ensure a long term supply of fresh water even as the climate worsens, in any cheapest rural county in the region, to have access to as much land as possible for ongoing expansion as funding permits, and encourage transport of animals from other states (Houston TX for example is a terrible area for animal abuse, and rescue animals already frequently get transported to better rescue outfits in states like NY ... the south in general is awful for animal abuse, my own state lacks any meaningful laws for things like ill treatment of hunting dogs because too many of the good ol' boy state legislators are buddies with hunters)
