Based on the fact your taxes pay for them, they help other people and their trucks are painted the same colour as a Chinese flag?

Actually no, as an American I can tell you that is exactly the role of the government, to provide for the people what the people can not do for themselves collectively.
We can't fight our own fires, build our own bridges or highways or fill the potholes.
