Have you ever met someone with an informed attribute?

One who always receives praise from others on a particular skill they're said to have, but you never see them put said skill to good use or just don't see it altogether.

There's this woman in another department at my workplace who a lot of people kiss ass to by going on about how smart she is, but from my own experience with her, it seems like she's actually really dumb. On more than one occasion, she's exercised poor judgment and shown limited job knowledge. I think everyone only sucks up to her because she's attractive. I suppose there's that much about her, but she's also just not very bright. I sure don't ever see her display this supposed heightened intelligence everyone talks about.

Ever meet anyone like that? It doesn't have to be smarts, just anything.
