I Hate My Co-workers

In my company there are different disciplines who are responsible for different aspects of construction projects. We get the same amount of salary, same rank, but some disciplines do more work than others. There is particularly a discipline I always wonder why they exist at all. Whenever I call that staff, she said it s not her job, it s not related to her. I once checked the office manual, civil engineers here are responsible for liaising government departments and collecting information outside the site boundaries from them. So as engineers, they are not responsible for giving engineering advice! Maybe one day decades later I will understand why the manual was written like this, why civil engineers of this kind ever exist in my company, and what their true responsibilities are.
