Why are bowl cancer screening rates so low?

I had my screening earlier this week. Good news all clear. But surprisingly take up rates are very low. I can't understand why? It is free in England. Do you think if someone is found to have bowel cancer who didn't have the screening they should have to pay for treatment?

Bowel cancer? I also don't really understand why take-up is so low, although as a woman I'm accustomed to unpleasant and embarrassing medical things ... but I don't think they should have to pay for treatment if they're diagnosed at a later stage ... this is because they're probably incurable once they get that far, and the NHS does actually limit the treatment they give to incurable cancer patients anyway. A relative of mine was diagnosed late, I have no idea whether he had the screening option, probably not as this was some years ago and he was well over 80, but they removed part of his bowels to bypass the tumour - they couldn't remove the tumour, it had already grown through the wall of the bowels and spread dramatically - and although in theory they could have repeated the operation once it re-spread to the bowels that were in use, the doctors advised him that they wouldn't be able to repeat the op, and gave him a year.

Regardless of screening options, which I believe started being widely available AFTER he was diagnosed, he had been to the doctor AND the hospital with symptoms which they really should have thought "Hmmm ... best check him for bowel cancer ..." but they didn't. But I guess the lack of common sense in SOME medical professionals is part of the reason why we NEED a screening programme like that ...馃
My father had bowel cancer and it was caught very early and treated, one evening on the way back from the hospital I was chatting to the taxi driver who said that he had the kit sent to him but never bother using it because "Whats for you won't go by you" its a stupid head in the sand attitude. But I dont think they should have to pay for it if diagnosed at a later stage.

I don't understand with people don't take it up either. I am also in UK and always do the test. Bit nervous when sending it off each time but do far so Good! And if something did show up, best to know sooner rather than later. Not sure about fining those who don't?
