Why are bowl cancer screening rates so low?

I had my screening earlier this week. Good news all clear. But surprisingly take up rates are very low. I can't understand why? It is free in England. Do you think if someone is found to have bowel cancer who didn't have the screening they should have to pay for treatment?

I don't understand with people don't take it up either. I am also in UK and always do the test. Bit nervous when sending it off each time but do far so Good! And if something did show up, best to know sooner rather than later. Not sure about fining those who don't?
