Why are bowl cancer screening rates so low?

I had my screening earlier this week. Good news all clear. But surprisingly take up rates are very low. I can't understand why? It is free in England. Do you think if someone is found to have bowel cancer who didn't have the screening they should have to pay for treatment?

My father had bowel cancer and it was caught very early and treated, one evening on the way back from the hospital I was chatting to the taxi driver who said that he had the kit sent to him but never bother using it because "Whats for you won't go by you" its a stupid head in the sand attitude. But I dont think they should have to pay for it if diagnosed at a later stage.
