How awkward is it for a job post to ask YOU to include YOUR salary requirement for the job?

Heading over to google, don't know how to put this in a cover letter.

I usually throw it back on them and ask what the budget window it is that was set for the position, because they all budget for staff.
Sometimes it’s a game of bluff.
But they’re sometimes asking that to see if you’re within the invisible pay window
