This is true @IntenseCookie - This site is still under construction. To be honest I have no idea why they opened it before all the work was completed. Funnily enough Questions and Answers along with Friends and Circles are the 2 functions that are nearly completed looking at the progress bar. I have no doubt once everything is completed that this site will be like EP with a modern feel.

For now that's all you can do...well kinda. You don't have to be in a group to ask questions, but you have to ask questions under a group.

They are still working on the site...lots of work still needs to be done.

I would say more than likely you could. I did while I was on experienceproject.com previously.
