Should the CRB restore the royalty discounts for small broadcasters?

I'm a radio DJ. I hosted a weekly music program on KZUM as a volunteer for 10 1/2 years, and ran a Live365.com station for about 10 years (until the copyright royalty board stupidly eliminated the royalty discounts that small internet stations needed in order to continue and put Live365 out of business and shut down thousands of internet stations whose primary purpose it was to share music not necessarily given an outlet).
