Until a few hundred years ago I believe all women shaved in most countries.
Certainly in the Middle East.
So it's cyclical.
As far as males? Good question.
But things seem to be moving that way...

Well, the carvings, drawings and sculptures of the cross-cultural medieval times (and earlier) mostly portray naked females without pubic hair, but this may have been because of artistic reasons rather than a true representation of the human form.

In those days, it probably was. One more thing to keep clean and free of lice.

Maybe women more sensitive to those issues given the more exposed sensitive anatomical parts?
