Isn't breeding with first cousin considered as inbreeding?

@wildbill83 Pakistan has a high level of cousin marriages and they also have a great number of babies born with serious birth defects. Many of those families will continue to have one baby after another even knowing they’ll have more children with birth defects. I watched a video that a Pakistani woman made about it.
