Isn't breeding with first cousin considered as inbreeding?

Most countries allow marriage to first cousins.

It has been said that the chances of passing hereditary genes containing potential defects is greater but modern research indicates the likelihood is something nearer 25% rather than the previously thought 80%

@Picklebobble2 Important to note that this figure is still misleading.
The chance of passing potential defects is only greater because if both parents carry a defect then it becomes likely that the child has a much greater chance to inherit that defect. Sickle cell is one such fairly common genetic defect that is proliferated by cousin marriage.
But what most people are asking about is the increased risk of genetic anomaly caused by incest.
Currently the average child is subject to a 3-4% chance of random birth defects.
This becomes 4-7% in a child of 1st cousin marriage.
