1. They hurt others doing it.
2. They cause damage that someone is going to have to pay for.
3. The public expect you to prevent it from happening regardless of the individuals stupidity.
4. The family of said idiot will want compensation.

2. The seatbelt and helmets doesnt prevent any of the damage caused by the reckless behaviour endangering others.
3. No, most of really don't. A few are just convinced they should be by money grabbing berauecrats.
4. Too bad, so sad. No one owes you anything for Johnny being a moron holding a lit firecracker in his hand before flying himself into a tree without a helmet. There's no one at fault but Johnny and good luck getting it out of him.
Protecting people from other people makes sense. Protecting them from themselves is just sticking noses in other people's business to get that money.
