I live in the UK, despite being Irish, and one of the worst offenders is Boris Johnson. He has written or said SO MANY racist things both as PM and when he was a journalist, but OMG ANYONE who DARES to point this out, particularly if they are black, is quickly put in their place...

Of course. Calling someone a racist is an insult. Hardly anyone openly admits to being a racist. So both sides accuse the other of racism for different reasons. It’s become a meaningless term, basically saying “I disagree with your opinion.”
If you define racism as overt and blatant discrimination based on race, that would be more accurate and make it easier to call out.
