Well, not necessarily. But there is sort of a paradox that we have here. In order to excel in something, you are going to need some untimed independent practice with it. However, as soon as you have to do something, you immediately hate it. When you have to get up in the morning when you're an adult, you hate it. When you're a child and you have to stay in bed until your parents are ready to get up, you hate staying in bed. When you have to read novels, you develop a hatred for reading novels. When you have math to study and your parents tell you not to read novels, all you want to do is to read novels.
So as soon as you force someone to practice something, they will hate the subject they are being taught. Maybe the right answer is to tell kids they're forbidden from doing homework.
