Radically depends on the region. Some more areas are trying to keep certain types of offenders out of jails bc of covid.
Some other areas due to their political ideologies, where maybe not so coincidentally have more strict laws and punitive punishments - aren't necessarily concerning themselves with covid being dangerous [political motivations too] or jail crowding.

on average around half of the felons released on parole are repeat offenders within 5 years (In California, 65% of those released are back within 3 years...)
can't think of any clearer form of evidence that criminal "rehabilitation" is a load of bullshit and a waste of taxpayer money...
