Very much so, for example is someone acts weird because of things that happened to them when they were young say trauma, are they weird or normal, their behavior is weird but a normal reaction to something else.

I think that much of the time, it means "does not conform to cultural rule/s" and "conforms to cultural rule/s".

Not entirely. Weird is a deviation from the norm. The norm is what most people like/want/do. I love feet. Most people don't. That would make me objectively weird.
