Probably never. If we did achieve it, the things you'd have to do to get there would be just as bad as conflict, if not worse.

Every tyrant in the world promises peace and every utopian idea requires oppression. And neither is wrong. If we all bowed to the tyrant, there would be peace. If we all sacrificed our individuality, there would the utopia. And neither would be worth it.
