Can you get in trouble for texting in a car when youre waiting on a train?

If you're texting while operating a motor vehicle, yes it's illegal. Being stopped at a red light is still considered operating the vehicle. However if you're off the road in a legal parking area with the vehicle out of gear (in "park") you're fine.
