If I had been him, I'd likely think you didn't really want another date but that you also didn't want to hurt me by saying it straight. If you want to hang out again, take an active part in setting that up. Make him feel like it is a two-way street. Like trying to find a time when you are available and ask if that works for him instead of leaving him hanging at "I'm busy".
