He might move out when he's 30, get a low paid job, live in a single room apartment from hand to mouth. (he wouldn't be the first or the last...)
Or he might stay in the house, take care of his parents until they die and after their death wait until his house will fall on his head if he won't learn how to take care of it. Then become homeless...

@Serena probably end up working at a dead end entry level job, like a store or gas station. Eat out everyday since he probation won't cook and live in a messy apartment/house if he's not clean. Because if his parents don't take care of him, no one else will

He will most likely inherit the property and it's responsibilities. In that instance he can either keep the house and make it his own, or sell it to another family and collect the payment on the house as his own.
You should ask your brother what he wants to do with the place. Chances are he's tired of it and wants to sell it and get a place of his own, but probably can't afford it. Keep nudging him though.

@GohantheThird I can't really ask him because it will sound rude. And my friend doesn't let me go near the basement because her brother gets angry if you disturb him.

@Serena it would be rude even if he is your brother. Let the guy figure himself out. Chances are he has a personal issue he's dealing with.
