In the 70’s it had to be Oklahoma. We had an oil boom and oil trucks and drilling trucks were all over the country roads helping to pit them out. The economy was booming. And county commissioners all over Oklahoma were being called every day about those potholes causing damages to cars, turning them into rattle traps and busting their oil pans and tearing up tires etc. They’d almost always tell them that there wasn’t enough money in their budgets to fix the roads. After the federal government got involved 77 county commissioners were caught in a statewide sting operation for receiving kickbacks from contractors and suppliers. Most of them went to prison for it. Back then I would have said Oklahoma but nowadays i don’t know what’s going on in Tennessee and Alabama to tell you which one.

they always have exactly the same number of potholes, I hear that they signed a secret agreement . they regularly count them on each side and repair at least the number necessary to keep the balance.
