No, as mentioned already service provider and then router/network cards.

Different download speeds on router and network carts. Some have WiFi at 400 mbs others 5k. New standard coming out soon at 6 k.

Then there's direct wire routers and network cards. Also can have different speeds although a lot faster than WiFi.

No. Internet speed you pay for is the biggest limit. Next would be router/modem/network card.

It’s part of the process. If it’s slower then it was let’s say a month ago chances are you’ve got something or too many things running in the background or chrome tabs are gobbling up your memory which is choking your pc from loading stuff quickly

Mostly that will depend on internet speed. Some parts of it will depend on the browser interpreting Javascript code which will be affected by processor speed, but only noticeably if moving from very old to new processors usually.
