Honestly, kids can get away with almost anything and not actually go to jail for it, juvenile detention, but not adult jail:

Here's a few things they can and have gotten away with:

Murder
Sex - minor or otherwise
Drug dealing
Taking drugs
Bullying other kids
Underage drinking
Gambling

The list goes on -

Trying to touch boobs

Slapping a girls ass
