Depends. There are "bad apples" and those with mental conditions. But I'd say the vast majority are formed.

I believe they are formed by society

Formed. But people are conscious and they get to decide how they act in the moment. Just because people f you over doesn't mean you have to do the same.

Obviously formed. Babies have a very limited sense of good and bad. Most if it is learned.
