@SW-User There's a type of animal called "legless lizards" that are basically just snakes with vestigial legs.

@SW-User Here's a photograph of one. They look extremely similar to snakes but the eyes give it away. They lack the vertical pupils of a snake.

The meaning of the phrase "lower than a snake's belly" would change.

According to the story in Genesis, crawling around legless is a punishment on the snake for leading Adam and Eve astray. So if snakes had legs it would mean that never happened... so we'd still all be in Paradise. According to Genesis, anyhow.
