We call them a harness or leash. They're useful if you have a kid who likes to run off.

To put that on a child that you love can be. very demeaning in public. Just because a parent has the legal authority to control the child doesn't mean the social humiliation is legitimate. I had some experiences similar to this as a child and it helped destroy the child/parent relationship.

We call them child leashes and no - they aren't useful for the most part. They are easily defeated by a child doing a sit-down strike!

I think it'd be horrible for everyday use, but they are very sensible to use during say visits to Disney world or Mardi Gras parades. I have two toddlers who will run after anything shiny. This has saved my kids from being on a Milk carton at least a dozen times. [/c]

Leashes and lazy parenting, and a laugh when the kid decides to sit on their little backsides on the ground and refuses to be moved. In my opinion no they are not useful at all.
