I'm trying to remember a teen movie from either the 90s or early 2000s involving two different girls who are made to swap families

I think it starts off where the nerdy girl lights a fire in the cheer leader's locker, or it could be the other way around actually. Can you please help me remember the name of it?

Sounds like a native American movie that recently saw. Two twin girls separated at birth learn of each other in high school and swap families. I don't remember all the other details. Yet the native American part sticks out in my mind.
