This is an alternative version of the Hulk from the comics. He's twice as strong as his younger self, thanks to war and nuclear fallout, where almost every hero and villain died. Not him. He absorbed the radiation for many years. Also to note that he's as intelligent as his alter ego: Bruce Banner. He's just a tyrannical being with lust for power and want to change the world in his image. Also to mention that this is only a version of Hulk from an alternate timeline, but can be possible, should his younger self would go down to this path.
