Legally, the US and UK has barred Indians from immigrating to both countries. Both governments generally deem Indians as unwanted unless there is a special requirement.
You can only go the US and UK to study, and if you're hired by a local company at the end of your studies then they can apply for your work permit visa and show cause why you need to be retained in the US or UK.
So, because you are Indian, you are not eligible for a job straightaway in the US or UK and move there.
You can go to seek political or other asylum, but then you will need to show you are being persecuted in India, which obviously you are not - so that route is not open to you.
Or you can be hired by a global multinational company (even Indian multinational) and posted to their US or UK branch, but that way you can only stay a maximum of 7 years. If you manage to get a Green Card by then, you can stay on. But if you dont get a Green Card you will need to come back.
Indians can, however, legally immigrate to Australia, NZ and Canada. So try those countries. But you need to immigrate first before you will be allowed to work.
The agents who charge money and say they will get you jobs in the US or UK are frauds who will either do nothing or get you in illegally... and then you're screwed if you're caught.
On another note, why not just try to change your job in Dubai and get a better one?

A lot of stuff in the Dallas/Ft Worth area. There are a lot of major companies here.

@Warqueen If an agency wants MONEY from you they are not real..
The real ones just meet you and find a job for you and you do not pay.. that's weird by the way.
Also, if you HAVE to go through an agency bear in mind your annual salary will be decreased somewhat as the employer pays so much to the agency, so generally it's best to find your own job outside of the agency.
If you're in a senior enough role I think this will be easier than you think.

Come to Toronto. Lots of Indians come here and it is a huge financial centre.
