Not to HR.
HR rarely interfered with the managers decisions. HR mostly worked with customers. And if there was a customer employee problem, HR confronted the managers, never the employees directly.
None would know which customer(s) complained. Managers had responsibility over their employees, not HR. You were fired by the managers if necessary.
You had no control over the management. Taking a manager position was unheard of. If there was a manager employee problem, you at least transfered to a different department. That was the only way to go up the ladder. By transferring.
And yes I once transferred. How I became a rover.
I only saw HR once after hiring in orientation the whole ten years.
