Most people that make important decisions aren't managers

Don't get me wrong, had my share of bad managers, but when the office workers make decisions without having even a hint of an idea what the workers do, it kinda screws everyone over. Don't have material to work with? Don't have functioning equipment? Don't have the tools you need? Hmm, let's just wait another month to see if that works out.
