We seem to be governed more and more by pen pushers who justify their existance by creating paperwork for others to do. Do you agree?

Yes and no. When I was in school, when we were burdened with a load of homework, I felt the teachers were "pushing the pencil" by assigning much of "busy work"> Flash forward to today - every time there is a press conference. President Trump runs one or another of his cabinent out to answer for his decisions. I think I have seen him ONCE head a presidential conference. That's all.
