We seem to be governed more and more by pen pushers who justify their existance by creating paperwork for others to do. Do you agree?

Only in as far as you mean pen pushers working for allegedly-private companies, such as banks, finance companies, insurance companies, etc. Actual government workers I've found to be much more responsive & helpful, and less interested in creating makework.

The bank nearest my home eliminated its drive-through, which was convenient for me when I could get a ride and just drop in my deposit. Now I have to get out, go inside, stand in line(with a walker) and hurry up and wait. It's a pain.
