Why do people ask for pictures?

Some places I've applied to ask for a picture with your CV. I don't understand...So basically if you're ugly or look below average or something then they don't hire you? What's that all about? If you don't look a certain way you don't make the cut? Maybe I'm overreacting, but why though? Since when did how you look determine your skills and your ability to do a good job?

They want to see if you fit the 'image' of the place. They are interested in presentation, hair, piercings, tattoos... anything that could enable them to do a preliminary sifting and omit you. With everyone obsessed with race it probably helps them see if the applicant ticks any so called diversity box.
