If talking to her about it hasn’t helped, and she’s quick enough to stay off management’s radar, there’s not much you can do about her.
What you can do to keep from hearing her depends on your job. You could wear headphones for the phone which should muffle some ambient noise.
If she hates country music, you could play that until she complains and then offer a trade-off.

Recognize her for what and who she is. Immature. Do people respect her? No. Are people on to her? Yes. Does she seem to care. No. Pity her for her lack of self awareness. She is making a fool of herself.
