Is it wrong to tell your manager you're unhappy you've not been given more responsibilities??

That would depend, have you mentioned that you think that you are up to taking on additional responsibilities?

If you have then yes,mention that you are unhappy but if you have not discussed that then it is your fault. He is not a mind reader.
