What was the point in revoking my Security Clearance Level only to have it offered back to me again?

About 2 months ago I posted about how I was Second in Charge to my Team Manager (one step away from promotion) and then was asked to assist in another department for a few months.

When I returned my position and security clearance level was lowered... and given to another person...

Today I was called into a meeting with the manager who explained the other guy no longer wanted to be in the position as it was too much to deal with... and I was asked if I would accept the position back again 🙄... what was the point in taking it away from me in the first place?
