It's not super recent hardware but if it's sold for a reasonable price (<1000€) it could be a valid purchase. That processor isn't extremely performant, so in the long run it could become obsolete fast. I'd go with AMD (e.g. a 5600x) over Intel tbh.
The GPU is discrete, don't expect to run games in 4k @ 60fps, but if you don't have crazy expectations it's a pretty good card. I have the same, it runs pretty much everything just fine for me (2K screen, 75Hz).
