When video games mirror real life

If you have ever played Control (recommend it, even if you use immortality to help), you'll notice all the old tech because of plot reasons. Well, in actual government facilities (not just the entrances), you'll also find lots of old tech. Not for plot reasons, but because they literally have no idea how to update it. FUN!

Oh and the whole departments not talking to each other, cheesing the budget to get more money, bribing officers that decide the budgets, keeping things secret from each other, wooden paneling, and only occasionally some death.
