Is this a good motorcycle to learn on

From someone with ZERO practical experience, I would think any affordable motorcycle is fine to "learn" on, but hope you get response with a person with real riding experience!!

I would say, "Maybe." The issue I see is the distance from seat to handle bars, perhaps angle them down a little.
