I was 31. I couldnt afford when I was first old enough to drive. Then I lived in cities with good public transport and didn't need a car. It was only the imminent arrival of child number 2 that finally made made me give in and learn.

Define learned to drive... as my Dad had me on Farm or lawn mowing tractors at an early age and technically that's driving.

But if you mean legally allowed to drive on the roads, then 15/16 as legally earliest my state allowed.

Also, no reasonable public transportation in my areas.
